OFCY issues a Request for Proposals (RFP) to fund non-profit and government agencies that provide direct services to Oakland children and youth ages 0-21 once every three years. 

OFCY 2022-2025 Request for Proposals

  • OFCY's Request for Proposals (RFP) for the next three-year funding cycle, 2022-2025, is scheduled to be released in December 2021.
  • The RFP will be released after the Strategic Investment Plan for 2022-2025, which provides the guidance for funding, is adopted by Oakland City Council.
  • OFCY's Planning and Oversight Committee (POC) will meet October 27, 2021 to approve the Strategic Plan and move it to City Council for adoption.
  • Once approved by the POC, it will move to City Council's Life Enrichment Committee on November 15, 2021 for adoption.
  • Finally, the full body of the Oakland City Council will move to adopt the plan at a meeting to be determined in December 2021.


In advance of the RFP, OFCY encourages public and non-profit agencies to review the draft Strategic Investment Plan for 2022-2025 and prepare to gather key agency documentation and information that will be required with applications. Elements that OFCY has historically requested that applicants provide upon submission include (note: subject to change for RFP 2022):

  • Agency Budget including revenue and expenses for current year
  • Board of Directors Roster with terms and roles
  • 501c3 letter of tax exempt status with accurate information for agency
  • Audited financial statements from within last two years
  • 990 IRS tax returns from most recent filing

The Department of Workplace and Employment Standards and its’ Contracts & Compliance Division will present on the requirements for contracting with the City of Oakland, and resources available to assist you.

OFCY 2019-2022 Request for Proposals

OFCY's Request for Proposals (RFP) for programs operating in 2019-2022 was released in January 2019. Funding recommendations were made by OFCY's Planning and Oversight Committee in spring 2019 and approved by City Council in early summer 2019.
