The Oakland Fund for Children and Youth (OFCY) develops a Strategic Investment Plan every three years to guide funding priorities and ensure that resources effectively address the needs of Oakland’s children, youth, and families.
This plan is shaped through extensive community engagement, including input from youth, parents, service providers, and stakeholders, ensuring that it reflects the evolving needs and aspirations of Oakland’s diverse communities.

- Youth Development and Leadership – Providing safe spaces, mentorship, and skill-building opportunities.

Community Engagement and Input- the Community Needs Assessment
The Community Needs Assessment Report plays a vital role in shaping each Strategic Investment Plan adopted by OFCY. Section 1303 of the City Charter requires each three-year Strategic Investment Plan to be developed with the involvement of young people, parents, and service providers throughout the city, and the Oakland Unified School District, the County of Alameda, and the City of Oakland.
To inform the FY 2025-2028 SIP, the 2024 Community Needs Assessment conducted community surveys, stakeholder interviews, and data analysis, to highlight the most pressing needs and priorities of Oakland’s children, youth, and families. The 2024 Community Needs Assessment was adopted by the Planning and Oversight Committee in October 2024.
