Funding Recommendations
The OFCY Planning and Oversight Committee approved the FY2025-2028 RFP summer program service term funding recommendations at a public meeting on March 18, 2026. Summer Program Service Term awards were approved by the City Council on Tuesday, May 5, 2026.

Protests
Per the City of Oakland Finance Department Contract Administration Unit, if proposers or any party want to protest the RFP award, they must submit a formal protest request to Contract Administration via email: contractadmin@oaklandca.gov.
Contract Administration will conduct a thorough investigation and advise on the outcome. Protests are claims that the City did not follow the fair and competitive process. Awards are based on scoring criteria and other considerations defined in the RFP. If there is an active/open RFP protest, contracts that are recommended for award may not be executed, delaying services. For services to be performed and payment to be authorized to the Contractor/Grantee, agreements must be fully executed.
Alternatively, any party can submit a public records request via NextRequest to obtain information as it pertains to a solicitation/contract. If any party submits a public records request, responses will be provided once the solicitation is closed and agreement(s) are fully executed.
