OFCY is pleased to release the 2026-2028 Request for Proposals (RFP) to solicit program proposals from non-profit organizations and public agencies to provide services to children, youth, and their families in Oakland. 

Key Dates

  • RFP Released: Friday, October 24, 2025 at 9:00am

  • Pre-Proposal Conference: Thursday, October 30, 2025 from 11:00am - 12:30pm

  • The Question & Answer Period closed on Friday, November 7, 2025 at 5:00pm

  • The Question & Answer Addendum was published in Cityspan on Wednesday, November 19, 2025 at 2:00pm

  • Deadline for all RFP Submissions: Friday, December 12, 2025, at 11:59pm

The Question and Answer addendum 1 was published to Cityspan on Wednesday, November 19th, 2025. All agencies with a Cityspan log-in were notified that the addendum has been added. All applicants are required to access, sign and upload the addendum into their Cityspan application before they can submit their complete proposal.

Step 2: Submit a Response

All proposals must be submitted through Cityspan: ofcyrfp.cityspan.com. 

While the RFP will be submitted, reviewed, and awarded using Cityspan, applicants are required to also register with iSupplier (the City of Oakland’s procurement portal) to be considered for funding. Only Agencies registered with iSupplier will be awarded funding.
