2025-2028 Strategic Plan

The 2025-2028 Strategic Investment Plan (SIP) was approved by the Planning and Oversight Committee on October 16, 2024 and the City Council on December 17, 2024. However, at the recommendation of OFCY staff, the Planning and Oversight Committee approved an extension of grant allocations in line with the 2022-2025 SIP for FY 2025-26 recognizing the shifts in funding and budgetary landscape faced by OFCY-funded programs. The 2025-2028 SIP priorities will be implemented beginning in FY 2026-2027.

2024 Community Needs Assessment Report

The 2024 Community Needs Assessment Report played a vital role in shaping OFCY’s FY 2025-2028 Strategic Investment Plan. Through community surveys, stakeholder interviews, and data analysis, the report highlights the most pressing needs and priorities of Oakland’s children, youth, and families.
