OFCY Releases 2019-2022 Request for Proposals

On December 7, 2018, the Oakland Fund for Children and Youth (OFCY) released the 2019-2022 Request for Proposals (RFP) to solicit program proposals from non-profit organizations and public agencies to provide services to children and youth in Oakland, California. Proposals are due on January 25, 2019 through the Cityspan online RFP system.

Technical Assistance and Support

Pre-Proposal Meetings (Bidders Conferences)

To provide general information and guidance to all potential applicants, OFCY will hold two Pre-Proposal Meetings (Bidders’ Conferences). All potential applicants are strongly encouraged to attend one of the two Pre-Proposal Meetings. Both meetings will be held at Oakland City Hall, 1 Frank Ogawa Plaza, in Council Chambers. Registration is not required.

Training Sessions: applying online through Cityspan

For assistance in navigating the Cityspan online application process, OFCY will offer two training sessions:

  • December 20, 2018, 10am-12pm

  • January 9, 2019, 10am-12pm

The training sessions will be at 150 Frank Ogawa Plaza, 2nd Floor, Computer Lab A. Space is limited so please register no more than 1-2 staff per agency. Please register here


General Technical Assistance By Email

General Technical Assistance (TA) by e-mail begins December 7, 2018, and concludes January 11th, 2019 at 5:00 p.m. E-mail TA questions to Scott Kim, sskim@oaklandca.gov. This assistance answers questions about eligibility, funding parameters, and required information and documents for online submission. The assistance is not intended to provide professional advice on program design, feasibility, or other program development and implementation issues. This TA is provided by email only. All questions received and responses will be publicly posted to the OFCY website on a weekly basis.No phone or in-person technical assistance will be provided. OFCY will aim to provide a response within five business days to TA requests.

  • REMINDER: To complete the submission of your proposal, you must hand deliver hard copies of required schedules E, O, and W for each proposal submitted to the City of Oakland Contracts & Compliance Division by 5:00 p.m. Monday January 28, 2019. Applicants seeking additional preference points for having an Oakland resident workforce must submit a completed Schedule E-2 (“Oakland Workforce Verification Form”) by 5p.m. Tuesday, January 29, 2019 (no more than 4 days after the proposal due date). For more information on the City of Oakland schedules submission, please refer to the instructions provided in the OFCY 2019-2022 RFP. 


OFCY Strategic Investment Plan for 2019-2022

The OFCY 2019-2022 Strategic Investment Plan was developed with input from youth, parents, community members, partners and service providers. The plan was adopted by the Oakland City Council on October 30, 2018 and serves as the basis for the 2019-2022 RFP. For more information about the Strategic Plan including appendices, please click here
