OFCY 2019-2022 Request for Proposals

The RFP has closed. Proposals were due by 5:00pm on January 25, 2019 in response to the Oakland Fund for Children and Youth (OFCY) 2019-2022 Request for Proposals (RFP) to solicit program proposals from non-profit organizations and public agencies to provide services to children and youth in Oakland, California.

OFCY Preliminary Funding Recommendations 

The OFCY Planning and Oversight Committee (POC) made its preliminary recommendation for funding for the 2019-2022 grant cycle at the April 17th POC meeting. Please click here to review the meeting agenda packet listing programs and recommended funding amounts. There is a possibility that the recommendation can still be modified, and it is subject to final approval by the Life Enrichment Committee and the full Oakland City Council in May/June 2019.


Appeals Process

Applicants may appeal the POC's funding recommendations to an Appeals subcommittee. An appeal must be based on one or more of the following criteria:

  • Unfair process (e.g., the appellant’s proposal was treated differently than others)

  • Material error (e.g., the appellant’s proposal was reviewed under the wrong funding category or based on some other objective error occurred), or

  • Conflict of interest potentially leading to financial gain by a POC member or reviewer or members of these individual’s immediate family.

Please note that substantive disagreement with the funding recommendations of the POC or its Ad-hoc Review subcommittee is not grounds for appeal. No appeals will be accepted that challenge the review process as a whole. Appellants also cannot submit any new or updated information about their proposal.

  • REMINDER: To complete the submission of your proposal, you must hand deliver hard copies of required schedules E, O, and W for each proposal submitted to the City of Oakland Contracts & Compliance Division by 5:00 p.m. Monday January 28, 2019. Applicants seeking additional preference points for having an Oakland resident workforce must submit a completed Schedule E-2 (“Oakland Workforce Verification Form”) by 5p.m. Tuesday, January 29, 2019 (no more than 4 days after the proposal due date). For more information on the City of Oakland schedules submission, please refer to the instructions provided in the OFCY 2019-2022 RFP.
