Proposals will be screened for completeness and adherence to formatting requirements, and general eligibility. Proposals not meeting these basic criteria will not be reviewed.

Remaining proposals will be initially reviewed and a written assessment of each proposal will be prepared. The initial written assessment will be distributed to applicants whose proposals were reviewed.

All applicants will be notified in writing of their funding status, and an appeals process will be conducted. After final Council approval of funding recommendations, contracts will be issued.
